Status and Outlook of Cruise in Iceland

Significant Decline in Cruise Ship Arrivals in 2027
The instability and unpredictable operating environment for cruise ships in Iceland from 2023 to 2025 is now resulting in a full-blown nationwide decline. The total number of cruise ships worldwide is limited to approximately 400 vessels, so decisions about which destinations to include in each ship’s itinerary are not made lightly. Three to four years in advance, decisions are made about which parts of the world to position the ships, then the ports to be visited are booked, along with accommodation and land excursions, and finally the trips are marketed to consumers with about 2 years’ notice. This long process means that it can take up to 4 years from deciding on a destination until a tourist finally sets foot on shore. The decline in 2027 is therefore a direct consequence of the Icelandic government decisions in the years 2023-2025.

According to the standardized booking system DOKK, Iceland as a destination is looking at 881 ship arrivals nationwide in 2027, which is a 27% decline compared to 2024. As shown in Figure 1 below, we can see that the booking status changes little one to two years in advance, which gives us the unfortunate reality that next year’s actual numbers will likely be significantly lower than before, largely due to the process described above. The year is not yet over, but according to the booking status, an estimated 1043 cruise ship arrivals are expected this year, which is a 14% decline compared to 2024. One important factor to keep in mind when considering the smaller decline this year is the great interest in the solar eclipse that occurred last August 12 which mitigated the situation. 

Promising Booking Status for 2028
The booking status for 2028 improved after the infrastructure fee was reduced at the end of 2025 and a successful step was taken toward a stable operating environment for the cruise ship industry in Iceland, to the benefit of all Icelandic companies, ports, and individuals that service cruise ships around the country. The booking status for 2028 currently stands at 881 ship arrivals, and as can be seen in the development of bookings in Figure 1 below, it can be assumed that about 100 ship arrivals could be added to the total for 2028. Parliamentary elections will be held at the latest at the end of the year of 2028, and there is a good chance that the year’s results will be clear to voters at that point in time, as was the case before the last parliamentary elections.

Expedition Ships Are Leaving Iceland
Iceland is in many ways one of the most attractive destinations for expedition ships, where the country’s location in the middle of the North Atlantic, vast and diverse Arctic landscapes, and numerous ports and destinations around the country are all important factors in expedition ship operations. To stimulate this tourism sector, it was decided in 2012 to grant customs duty exemption to ships for 4 months of the year. So that the ships could temporarily fall under the same international operating environment as those that come and go from the country. This allowed expedition ship operators to stay longer in Iceland and visit smaller ports and communities far from the capital area, of which there are about thirty. This thereby achieved another government objective of distributing tourists throughout the country. In 2023, however, the rug was pulled out from under this tourism sector when it was decided by the government of Iceland to revoke this exemption from 2012 – and that uncertainty lasted until the end of 2025 when the customs duty exemption provision was secured, but they were to fall under the traditional value-added tax environment from 2026 onwards which adds severe red tape. Thus, 3 years of operational uncertainty and a new operational reality for operators, who are by and large operating within the international shipping environment, have resulted in a steady decrease in arrivals of these ships. What is worse is that the customs duty exemption proved insufficient to secure the arrivals because without the value-added tax exemption they previously enjoyed, the red tape – the paperwork – for these smaller ships is too much and they focus on destinations within Europe that handle ships in the same way, plus larger markets e.g. in Asia where it is much easier to do business.

The number of circumnavigation (domestic) voyages decreases from 57 in 2025 down to 33 for 2027, while the decline for the current year 2026 is negligible due to unusual circumstances due to the solar eclipse in late summer 2026. This is a complete collapse, a 42% decrease nationwide, which hits smaller ports and destinations hardest such as Borgarfjörður Eystri, Djúpavogur, Húsavík, Patreksfjörður, Siglufjörður, Stykkishólmur, Djúpavík á Ströndum, Grímsey and other communities around the country.

If we look at the number of operators that conduct circumnavigation voyages along Iceland’s coast and the number of ships in such voyages, we see a decrease in both the number of operators and the number of individual ships, as shown in Figure 3.

Reversal in Arrivals of Larger Ships but Steady Decrease in Arrivals of Expedition Ships
The tradition has developed of counting individual tourists traveling with cruise ships in Reykjavík and Hafnarfjörður, because all ships that visit Iceland come at some point to the two capital area ports. Therefore, it is most correct to look at the proportion of arrivals of larger ships and expedition ships in these two ports. As we can see in Figure 4, which shows data obtained from the Cruise Iceland booking system DOKK, the booking status for the coming years suggests that arrivals of larger ships are taking over after the reduction of the infrastructure fee. Meanwhile, we see a steady decrease in arrivals of expedition ships since 2023, with the exception of the special year 2026.

The Solution is Permanent Stability Along with VAT/Customs Duty Exemption for Circumnavigation Ships
Municipalities, ports, and businesses around the country rely on cruise ship arrivals. A large number of individuals depend on the ships continuing to visit communities that often have few other options for livelihood and employment development. It is therefore important that the framework takes a community perspective, distribution of tourists throughout the country, and strengthening important port infrastructure around the country. For example, cruise ships contributed approximately 6.9 billion ISK to ports, municipalities, and the state treasury in 2025, not to mention the revenues they generated into the business life of each area. For comparison, it can be pointed out that this is more than three times the amount that the aquaculture sector pays in taxes and special fees according to information from the Fisheries Iceland (SFS) since spring.

Great success has been achieved and many Icelandic companies have found their way in servicing cruise ships and their passengers. But for the industry to thrive in the future and for the industry to deliver its return to the country, it is necessary to ensure that the hard work of past decades and the successful decision of Alþingi in 2012, are built on a foundation of stability and adaptability.

Staða og horfur í skemmtiferðaskipageiranum á Íslandi

Verulegur samdráttur í komum skemmtiferðaskipa árið 2027
Óstöðugleiki og ófyrirsjáanlegt rekstrarumhverfi skemmtiferðaskipa á Íslandi á árunum 2023 til 2025 – er nú að skila sér af fullum þunga í samdrætti á landsvísu. Heildarfjöldi skemmtiferðaskipa á heimsvísu takmarkast við rúmlega 400 skip, þess vegna eru ákvarðanir um hvaða áfangastaðir verða í ferðaplani hvers skips, ekki teknar nema að mjög ígrunduðu máli. Þrjú til fjögur ár fram í tímann er ákveðið í hvaða heimshluta eigi að staðsetja skipin, því næst eru þær hafnir bókaðar sem heimsóttar verða, afþreying og ferðir í landi sömuleiðis og að öllu því loknu eru ferðir markaðsettar til neytenda með um 2 ára fyrirvara. Þetta langa ferli gerir það að verkum að það getur liðið allt að 4 árum frá ákvörðun um áfangastað þangað til ferðamaður stígur loks í land. Samdrátturinn 2027 er því bein afleiðing ákvarðana stjórnvalda á árunum 2023-2025.

Samkvæmt samræmda bókunarkerfinu DOKK þá er Ísland sem áfangastaður að horfa fram á 881 skipakomur á landinu öllu árið 2027, sem er 27% samdráttur miðað við árið 2024. Eins og sést á mynd 1, að neðan, þá sjáum við að bókunarstaða breytist lítið eitt til tvö ár fram í tímann, sem gefur okkur að raunkomur á næsta ári verði því miður verulega færri en áður var, að miklu leiti fyrir tilstuðlan þess ferlis sem rakið er hér að ofan. Árið er ekki liðið en samkvæmt bókunarstöðu eru áætlaðar 1043 skemmtiferðaskipakomur í ár, sem er 14% samdráttur miðað við árið 2024. Einn mikilvægur liður sem ber að hafa í huga þegar mið er tekið af minni samdrætti í ár er sá mikli áhugi á sólmyrkvanum sem var þann 12. ágúst síðastliðinn. Staðan hefði því verið enn verri ef þessa náttúrufyrirbrigðis hefði ekki notið við.

Vonarglæta í bókunarstöðu fyrir árið 2028
Bókunarstaða fyrir 2028 tók vel við sig eftir að innviðargjaldið var lækkað í lok árs 2025 og farsælt skref var stigið í átt að stöðugra rekstrarumhverfi skemmtiferðaskipageirans á Íslandi, til hagsbóta fyrir öll þau íslensku fyrirtæki, hafnir og einstaklinga sem þjónusta skemmtiferðaskipin um landið allt. Bókunarstaðan fyrir 2028 er sem stendur í 881 skipakomum og eins og sjá má í þróun bókanna í mynd 1, að neðan, má leiða líkum að því að um 100 skipakomur gætu bæst við í heildartöluna fyrir 2028. Þingkosningar verða í seinasta lagi í lok ársins og góðar líkur á að uppskera ársins verði kjósendum ljós á þeim tímapunkti, líkt og fyrir síðustu kosningar.

Leiðangursskipin eru að yfirgefa Ísland
Ísland er að mörgu leiti einn ákjósanlegasti áfangastaður leiðangursskipa, þar sem lega landsins í miðju Norður Atlantshafi, víðfeðmt og fjölbreytt heimskautalandslag og fjöldi hafna og áfangastaða hringinn í kringum landið eru allt mikilvæg atriði í leiðangursskipa útgerð. Til að örva þessa grein ferðaþjónustu var ákveðið að veita skipum tollfrelsi í 4 mánuði á ári árið 2012. Svo að skipin gætu tímabundið fallið undir sama alþjóðlega rekstrarumhverfi og þau för sem fara til og frá landinu. Þannig gátu útgerðir leiðangurskipa dvalið lengur á Íslandi og heimsótt minni hafnir og bæjarfélög fjarri höfuðborgarsvæðinu, sem eru liðlega þrjátíu. Með því var unnið samkvæmt öðru markmiði stjórnvalda um dreifingu ferðamanna um landið allt. Árið 2023 var hins vegar fótunum kippt undan þessari grein ferðaþjónustu þar sem til stóð að afnema þessa undanþágu frá 2012 – og stóð sú óvissa allt til lok árs 2025 þegar tollfrelsisákvæði var fest í sessi en þau skyldu falla undir hefðbundið virðisaukaskattsumhverfi frá og með árinu 2026. Þannig hafði 3 ára rekstraróvissa og nýr rekstrarveruleiki fyrir útgerðir sem að öllu jöfnu eru starfrækt innan alþjóðasiglingaumhverfis kostað stöðuga fækkun í komum þessara skipa. Það sem verra var er að tollfrelsið reyndist ekki nægilegt til að tryggja komurnar því án virðisaukaskattsfrelsisins sem þau höfðu áður notið er skrifræðið fyrir þessi minni skip alltof mikið og farsælla að einbeita sér að áfangastöðum innan Evrópu sem meðhöndla skipin með einum og sama hætti auk stærri markaða t.d. í Asíu.

Fjöldi hringsiglinga fækkar úr 57 árið 2025 niður í 33 fyrir árið 2027, meðan samdráttur fyrir líðandi ár 2026 er óverulegur, vegna óvenjulegrar aðstæðna sökum sólmyrkva í lok sumars 2026. Þetta er algjört hrun, 42% fækkun á landsvísu, sem kemur harðast niður á minni höfnum og áfangastöðum eins og Borgarfirði Eystri, Djúpavogi, Húsavík, Patreksfirði, Siglufirði, Stykkishólmi, Djúpavík á Ströndum, Grímsey og fleiri bæjarfélögum um landið allt.

Viðsnúningur í komum stærri skipa en stöðug fækkun í komum leiðangursskipa
Sú hefð hefur myndast að telja einstaka ferðamenn sem ferðast með skemmtiferðaskipum í Reykjavík og Hafnarfirði, vegna þess að öll skip sem sækja Ísland heim koma á einhverjum tímapunkti til höfuðborgarsvæðishafnanna tveggja. Því er réttast að skoða hlutfall í komum stærri skipa og leiðangurskipa í þessum tveimur höfnum. Eins og við sjáum á mynd 4. sem sýnir gögn fengin úr bókunarkerfinu DOKK, þá bendir bókunarstaða næstu ára til þess að komur stærri skipa séu að taka við sér eftir lækkun innviðagjaldsins. Meðan sjá má stöðuga fækkun í komum leiðangurskipa síðan 2023 ef undanskilið er sérstaka árið 2026.

Lausnin er varanlegur stöðugleiki ásamt VSK/Tollfrelsi hringsiglingaskipa
Sveitarfélög, hafnir og atvinnulíf um landið allt reiðir sig á komur skemmtiferðaskipa. Þar sem fjöldinn allur af einstaklingum bindur lífsviðurværi sitt á því að skipin haldi áfram að heimsækja byggðir sem oft hafa fáa aðra kosti til lífsviðurværis og atvinnuþróunar. Því er mikilvægt að ramminn taki mið af byggðarsjónarmiðum, dreifingu ferðamanna um landið allt og styrkingu mikilvægra hafnarinnviða um landið allt. Sem dæmi má nefna að skemmtiferðaskipin skiluðu um 6.9 milljörðum króna til hafna, sveitarfélaga og ríkissjóð árið 2025 að ótöldum þeim tekjum sem þau skiluðu inn í atvinnulíf hvers svæðis fyrir sig. Til samanburðar má nefna að það er ríflega þrefalt hærri upphæð en sjókvíeldisgeirinn greiðir í skatta og sértæk gjöld samkvæmt upplýsingum frá Samtökum Fyrirtækja í Sjávarútvegi frá því í vor.

Mikill árangur hefur náðst og fjölmörg íslensk fyrirtæki hafa fundið sinn farveg í að þjónusta skemmtiferðaskipin og farþega þeirra. En til að geirinn geti dafnað til frambúðar og geirinn skilað sínu til landsins alls, þá verður að tryggja að ötult starf undanfarinna áratuga og farsæl ákvörðun Alþingis árið 2012, byggi á traustum grunni stöðugleika og aðlögunarhæfni.
